The 2021 International Residential Code (IRC) establishes minimum standards addressing safety, health, occupant welfare, energy efficiency, and sustainability for residential construction. Dallas has adopted the IRC while implementing localized modifications through Chapter 57 of its Residential Code Amendments, tailoring requirements to local conditions across IRC Chapters 11–32.

Foundation construction requirements

Foundation design in Dallas must comply with Section R401.2, which requires foundations to accommodate all loads per Section R301 and transfer them appropriately to the supporting soil. The Dallas amendments specifically require that fill soils supporting footings and foundations must be designed, installed, and tested in accordance with accepted engineering requirements.

Engineer seal requirement

A critical Dallas requirement: every foundation or footing — as well as any addition to an existing post-tension foundation — must receive design approval and sealing from a Texas-registered engineer. This is stricter than the base IRC and is the single most common reason Dallas projects get kicked back for a missing PE seal.

Compliance and enforcement

Dallas enforces these codes through inspections, permits, and certifications verifying adherence to prescribed standards. Non-compliance carries fines, penalties, and — more practically — delays you can’t afford.
